A ruffle can dress up a plain T-shirt, adding to its versatility, or even make that little black dress a bit more special. Gently gathered, ruffles can add texture to hems and sleeves.
And since when were ruffles limited to clothing? Accessories including shoes also are getting the ruffle treatment these days
